CalSTAT Technical Assistance and Training

California Department of Education, Special Education Division’s special project, California Services for Technical Assistance and Training (CalSTAT) is funded through a contract with the Napa County Office of Education. CalSTAT is partially funded from federal funds, State Grants #H027A080116A. Additional federal funds are provided from a federal competitively awarded State Personnel Development Grant to California (#H323A070011) provided from the U.S. Department of Education Part D of the Individuals with Disabilities Education act (IDEA). LRE Resources Project

Year 1

Task 1

Based on an analysis of data reflecting the annual LRE percentage of Local Education Agencies (LEAs), identify low and high percentage LEAs.

  • Identify 3-5 high percentage districts and examine practices reflected in effective schools research and the LRE core messages.
  • Identify 3-5 districts for LRE technical assistance (TA).
  • Continue to follow data for 2011-12 cohort.
  • Develop profiles for LRE Web site.
  • Identify 2012-13 cohort of high percentage districts.
  • Continue to follow data for 2011-12 and 2012-13 cohorts. Continue to profile practices associated with high academic performance and post on Web site.
  • Develop trend reports for the California LRE data.

Task 2

Develop process for a school or district to review their IEP decisions regarding FAPE in the LRE.

 

  • Review current Education Bbenefit Pprocess.
  • Work with CDE to infuse LRE decision making into the process.

With CDE, develop a training plan for the revised Education benefit Benefit procedureProcess.

Pilot study on the effect of focusing TA on LEAs who met 2/3 LRE targets.

Task 3

Develop guidance materials to clarify the measurement criteria and terms of the Indicator 5 - LRE.

 

  • Review current guidance materials.
  • Gather resources from other states and national centers on LRE reporting.

Assist CDE in revising guidance materials for submitting LRE data.

Develop training materials to assist low percentage districts in improving their reporting of LRE.

Task 4

Establish a process for selection, training, and monitoring LRE Technical Assistance Providers (TAPs) to assist identified districts with low scores percentages on Indicator 5 -– LRE.

Develop selection process for LRE Technical Assistance Providers (TAPs).

Develop training and support for (TAPs).

Develop process for regionalizing LRE technical assistance.

Task 5

Continue to develop and maintain the LRE Web site.

 

Refine the usability and functionality of the Web site. Continue to identify sources of content.

Post profiles of high percentage districts.

Devote a section of the LREWeb site to TAP.
